Set the process group ID associated with a device

Arguments to devctl():

Description:
This command sets the process group ID associated with a device. It's also implemented as the TIOCSPGRP ioctl() command.
Note: 
This command is for internal use, and you shouldn't use it directly.
Instead use the
tcsetpgrp()
cover function.
Input:
The process group ID.
Output:
None.
