Get the process group ID associated with a device

Arguments to devctl():

Description:
This command gets the process group ID associated with a device. It's also implemented as the TIOCGPGRP ioctl() command.
Note: 
This command is for internal use, and you shouldn't use it directly.
Instead use the
tcgetpgrp()
cover function.
Input:
None.
Output:
The process group ID.
