Get the process group ID associated with a device

Arguments to ioctl():

Description:
These commands get the process group ID associated with a device. They're also implemented as the DCMD_CHR_TCGETPGRP devctl() command.
Note: 
These commands are for internal use, and you shouldn't use them directly.
Instead use the
tcgetpgrp()
cover function.
Input:
None.
Output:
The process group ID.
